The patrol needs to reinstate
There doesnt need to be any progressive discipline for criminal conduct. This way he would have received all of the due process hes entitled too..
Alternatively, why doesnt animal control bring charges against him for cruelty to animals? The trooper must be related to someone in the legislature, thats the only rationale can find for the judges actions. The patrol needs to reinstate the guy, then suspend him wpay, conduct cursory investigation into his actions, hold an internal disciplinary hearing and then send his sorry arse packing.

Root, youre right on the money, dont know why this trooper wasnt charged with assaulting an officer thats what would happen if normal citizen struck police dog.
